International insurance number? Guess you mean National Insurance Number.
What your husband has said is total rubbish.
You don't need to get a National Insurance Number to apply for jobs, it's actually ok if you only arrange a National Insurance Number as soon as you start work or gt a job offer.
You definitely do not need a National Insurance Number to register with a doctor. My wife actually registered with my doctor before we married and as she wasn't allowed to work she couldn't get a National Insurance Number.

Here's a good link to explain it
http://www.dsdni.gov.uk/index/ssa/benefit_information/a-z_of_benefits/ssagen-applying-for-a-nino-pg.htm
It clearly states
You should also apply for a National Insurance number if:
you have started, or are about to start, work

I was already working before I even get my NI number... Hehe, seems that your husband would like you to work straight away... lol (but there's nothing wrong with that though)...
IMHO: One step at a time Nids:
Rent/Sell your Condo Unit
CFO Seminar + Sticker
Pack your Things
Fly to UK
Enjoy UK for some few weeks/months
Apply for NHS
Apply for NI & Job
Just take it easy... Life is too short to be in a hurry/bitter
