Basically it means you are called a 'Newbie' and therefore do not have access to certain features - for example, the Members' List - until you have posted 15 messages [either in the form of a new thread (like the one you've just opened) or in response to someone else's article] at which point you qualify for 'Member' status, and can freely use most facilities.

Once you've reached 75 or more posts, you may be eligible to become a 'Respected Member' at the discretion of the Forum's hierarchy; it seems THIS is largely dependent on the nature and perceived quality of the threads and/or replies you submit (for which you can be nominated for what are called Rep[utation] Powers), though I'm not too clear on exactly how these are earned.
