You could try Picasa 3 from Google. It is free and not only provides all the basis picture editing but gives you a way of organising you photos on the PC and put them onto the Web as a backup or to share.
You could go to http://download.cnet.com/Picasa/3000-2193_4-10160334.html for a review of the program.
Have fun

Cheapest bestest is Adobe Photoshop Elements.
Ver 6 is good and as ver 7 is out will be cheaper to buy.

I've got an Aiptek HD, I only do it for fun, I can't find any decent video editing software for HD editing, the cam came with a software disc, but what you can do with it is very limited...so I have to convert to a standard format and then edit it in Roxio!:doh
I like to cam local bands/gigs...I record the sound with my mixer then add the sound to the video footage afterwards (sound quality from the cam is never good!:doh)
I recorded and video'd this!

For Photo editing:
I used Photoshop Adobe CS or Adobe 7
I tried using Photo toolkit as well (the quicker and easier :D)
For video editing:
I'm using ULead but I'm starting to like Pinaccle now:)
but if just a basic editing I normally used Windows movie maker:D
