My thoughts had always been that it was 'local checks' that took the most of the time, not the actual processing of the visa. So maybe the Embassy are now able to run the local checks faster or just not bothering with them.

I can't believe that Philippines officialdom has speeded up that much with regard to replying to the embassy's requests for information and neither can I believe that the Philippines postal system had suddenly improved beyond all recoginition, so I can only assume that they are as you say "just not bothering with them" anymore.

local checks are being processed for only 3 days.. and since they only accept Manager's checks (which is good as cash) then check verification would be less than 3 days...

I'm guessing they hired more ECOs now... so let's just be glad about this...

Over time I guess the totally overblown bureaucratic procedures employed throughout the Philippines could improve, but I don't believe it has, or could improve so much in such a short time frame.

yeah.. true... and most of these bureaucratic procedures originated from the countries where we mirrored our system of government....
