The USA VFA is one of the never ending issues that occupy Filipino politicos.... Same back in the 1980's, 1990's.. etc.. etc..
By the way, the US forces in the UK also operate under a VFA agreement that has changed little since WW II. We Brits, just as you Filipinos have learnt not to bite the hand that either protects us, or feeds us...

For further reading "Visiting Forces Act 1952" pretty much the same format as that operating in the Phils..
