That's a tricky one. I am sure the hospitals will be really really busy right now since the floods. What part of the region are you in?
Most of the hospitals in Manila will require a down payment at the time of admitting the ailing.
Ospital ng Maynila Medical Center (OMMC) is a general and training hospital of Manila. It is one of the most prestigious universities of Philippines. Another well-known hospital of Manila is Philippine General Hospital (PGH). This state-owned hospital is basically a general hospital operated by University of Philippines and University of the Philippines System. It is the biggest hospital in the whole country with 1400 bed capacity.
Besides, there are other specialized hospitals that are somewhat more expensive than the general hospitals. National Kidney & Transplant Institute, Philippine Heart Center, Philippine Orthopedic Hospital and Cardinal Santos Medical Center are some of the well-known special hospitals in Manila. Other popular Manila hospitals that too provide good medical care and facilities are St. Luke's Medical Center, San Juan De Dios Hospital, Makati Medical Center and Asian Hospital & Medical Center.

if she doesn't have an x ray with her, then they will either ask her to take one at the airport when she lands in the UK or more likely when she registers with a doc in the UK, she will be asked to attend a clinic for one to be taken.

Unless its heathrow you land and actually enter the UK ie not transit I belive your unlikely to have a chest X ray others may correct me as generally I only use Heathrow due to its location and where I am.
Pleas emuake sure she is not speaking to friends who have applied or know the US visa system where you do need a medical i belive..
