For a Manila
I dont know the distance or the exact time but I do know that its a bit of a drive and with manila Traffic how long can vary..
Are you planning to Cab it or?

Manila is about 4 miles as the crow flies and probably 6 or 7 by road.
Don't know about Cebu I'm afraid.
From NAIA on a good day maybe 45 minutes to an hour by taxi.

Don't bother with the consul in Cebu, it's bother, just go to the one in McKinley in Manila . . . it's very chilled out :D

i was born many years after, I just seem to remember old re-runs of top of the pops with the Bay City R's and Jimmy Savile talking about "far out" :doh
