My girlfriend from Davao, who works for the government told me that she had no bonus yet, like many other govt. employees and this is triggering some unrest while Mrs. Arroyo is enjoying a vacation in Hong Kong with her family...

Government employee bonuses? Such perks are virtually unheard of HERE in the UK ... :Erm: ... unless of course, one happens to be a high-ranking official! [which I, for one, wasn't!] :doh

Really? I thought you had the most powerful trade unions in the world (well, that was probably before Margaret Thatcher!)...

Still my gf had a sack of rice from her director! :cwm34:

Yes, certainly Thatcher WAS instrumental in putting the kybosh :Axe:on the Trade Unions becoming too powerful for their own ... and the country's ... good. And not before time, it has to be said!

:Erm: ... Yes, BUT ... what have I missed? I was a Local Government penpusher for more than eighteen years ... and NEVER in all that time were the Council workers given a Christmas [or any other] bonus!

 So WHEN did this "complete turnaround" come into effect?

Thank you for the links. But I would stress that the examples you've kindly provided, relate to the top brass in NATIONAL Government Departments, Senior Civil Servants and Chief Executive Officers of Local Authorities &c. And YES ... I'd be the first to agree it's ALL WRONG that people at THEIR level should receive such massive payouts in the shape of a bonus. Likewise, the "Golden Handshakes" so freely distributed to incompetent Directors and the like, in both the Public and Private Sectors.

For one horrible moment there, I thought  you'd read some article or other that indicated incentive bonus schemes were to be introduced for ordinary Council workers [like I WAS] ... hence my use of the  icon ... as it would've come too late for ex-employees such as myself. Phew!

"Jobs for the Boys", eh? Yup ... :iagree: ... in the same way as I would fully endorse the sentiments you've expressed about our current political masters. Thing is, though ... as I've already mentioned on another thread somewhere here ... who's to say their rivals would be any better? :doh

I like that one:

A culture of rewarding failure prevails in officialdom, with the bonus system cynically exploited by an elite who are more enthusiastic about boosting their own earnings than serving the public.

Most Government workers that I have encountered here do not deserve a bonus...

Correct me if I'm wrong, but I understand that Bonus Schemes for public sector workers in the Phils were first introduced by ex-President Ramos ... and payable twice yearly [in June and December]. And, despite the critcism levelled at the present incumbent, the amounts have, I believe, been doubled during her tenure of office.
