Recently applied for my Mahals Cenomar and after she received it she tells me that it has her Fathers full name Rudolph and not his shortened name Rudy that is on her Birth Certificate , so you think this could be an issue when making the license application ??

yes.. it can be an issue.. better settle it with NSO... have the birth certificate change to her dad's full name... this may be questioned.
