Hi there Michael, welcome to the forum.
I'm not sure what it is you are really asking. But here's my best guess.
Concerning the 'official use' certificate, this will be signed-off by the ECO (Entry Clearance Office). It's really just the official acceptance/certification.
Take a look here:-
http://www.ukba.homeoffice.gov.uk/policyandlaw/guidance/ecg/ecb/ecb12
Extract:-
ECB12.5 What to do with a completed sponsor's maintenance and accommodation undertaking
The ECO should complete the certification on the form, keep a copy on file and send the original sponsorship undertaking direct to:
Benefit Delivery Special Operations
Room 3E10
Quarry House
Quarry Hill
LEEDS LS2 7UA
Not so many people need to fill-out this form. Might be worth double-checking.

Hi Michael
Welcome to the Forum. I'm the British sister of a former expat of Malaysia and the Philippines and I acted as second co-sponsor for the visa applications of both his long term partner and young son.
The certificate at the end of form that you are referring to isn't anything for you or your sister to worry about. As it states on the form, it is for Official Use only which means that the authorities will use it........ I left blank.
I picked up the form that you are referring to on-line from the UK, completed it and scanned in all the supporting documents then emailed them to my sister-in-law in Philippines.
There were exceptional circumstances (see my thread in the Legal Section called Desperately seeking help for my British Brother) but the applications for Settlement Visas were approved.
Good luck with your visa application.
Rosie :)
