You most definitely do need to pass the English Language Test unless you can get dispensation through having a recognised degree or through the one or two other exceptions.

There was a forum member on here that had a full degree in English at a Phils university and I believe she still had to do the language test and pass. My wife has a degree taught in English for 4 years at the University of Perpetual Help but she still had to pass the approved English Language test. Daft I know but that seems to be the ironic way of it.
I spent a bit of time speaking to UK NARIC who decide which foreign degrees are acceptable or not and many Phils degrees seem not to be acceptable. The UKBA seem to go by what UK NARIC say.
I know of someone who has a BA degree in English from Philippines Diliman and whose English is immaculate and I wonder if she would get dispensation from the UKBA / UK NARIC?
One of several things the government could do to make the ELT requirement fairer is to recognise degrees taught in English at Phils universities.

Ohh thank you for the info. Now I had to take and pass the english language test. I will now find somewhere maybe in Davao to undergo for that.

Stick around and see what others have to say, but unfortunately I don't think you will have much choice. And even if you did find that UK NARIC gave your course a seal of approval, they charge for it so there is little to be gained financially it seems.
