New english requirements

Hi folks sorry I havent been here for a while (busy working:doh). Does anyone know about this? http://www.ukba.homeoffice.gov.uk/sitecontent/newsarticles/2012/january/78-english-language. My wife is taking her english test in March. I was just wondering if this will affect her? She is taking I.E.L.T.S.
