Need some help...

Hello. I am applying for a fiancé visa hopefully this year. I have collected some documents that I will be needing for my application. Last year, I've been granted a tourist visa and was able to live with my boyfriend in the UK for six months. I'm back to Philippines now to make my fiancé visa application. My question is, my boyfriend is an Irish National but he's been living in the UK for almost 30 years now. He has his own house and a good job in the UK. Does it mean he is considered as "legally settled in the UK?"

I would appreciate any help/comment from all of you guys:)
