The important thing is that you apply online and book a date for an appointment... They will NOT entertain you without it.. All the info is on their website...

She has 2 choices (maybe 3 in Davao not sure?) Fly to Manila or get the ferry to Cebu.
Manila is much more organised as Fred says as you can book a half hour slot online, the DFA is near the airport and Mall of Asia but of course is more expensive as you have to get there and possibly stay overnight.
Cebu has recently changed in they moved the DFA from the dump that is downtown Cebu to Pacific Mall in Manduae. Still no booking appointment though so you have to queue and queue and queue. One of the few times we have used a agent as they get some guaranteed prebooked slots from 2.00pm to 4.00pm so shortening the hanging around. Ours (from Bohol) cost P800 and they guide you through the process and we were done in 1.5 hours. Just make sure they are a properly authorised agent. No point in paying the additional P300 or so for rush processing, should have been 10 days but we are still waiting 8 weeks later so allow plenty of time.
Good luck!
