Scanned or photocopy???

Hello good day,it's me again and hopefully this will be my last question concerning our application:icon_lol::icon_lol::icon_lol:
I told hubby to scan his passport but when he went to the library,staff there told him it's illegal to do :NoNo::rolleyes: so he just photocopy it.is it ok to send photocopy of his passport???or it should be scanned copies???:Help1:.thank you again for all your help:D

My husband he sent his scan passport with signature thru dhl and we didnt had any problem.
