Border Angency check list query?

The VER.07 visa check list for my future wife holds this question.
== Evidence of your permission to be in the country where you are applying for..==
How can she show permission before she has applied for the visa to grant permssion??? very confused.

This is an identification your wife has to show her citizenship. Passport, Birth Certificate, Voter's ID, etc will satisfy this section.
