Yes. I believe so. But it was Ed Balls (Labour) that proposed it and not this government.

It's all part of Labours masterplan the 100000 homes won't be for Brits but for the scum of the earth (and future labour voters) who were allowed in during the immigration free for all under Blair and Brown
