hello welcome to the forum!!
I personally cant recommend any consultancy or agent in the PH because i am not in the PH right now, but have you tried to visit the UKBA website regarding student visa requirements etc??? i think it will be easier to read and understand and do all the processing on your own.

If you're confident you can meet the requirements then make a review of the UKBA webpage Studying in the UK (http://www.ukba.homeoffice.gov.uk/visas-immigration/studying)

When you're ready to select a possible sponsor/school you need to review this UKBA listing called - Register Of Sponsors (http://www.ukba.homeoffice.gov.uk/sitecontent/documents/employersandsponsors/pointsbasedsystem/registerofsponsorseducation)

(It's a list of schools)

I very much doubt that spending your money on an agent /consultant will have any benefit for you at all for this visa.
