Is it correct that the A1 basic language test requirement is listening and speaking only? After reading posts favoring Hopkins I checked their calendar of available dates for the basic test. There are tests for listening and reading combined and then a seperate test for speaking. Thre is also tests for speaking and writing. As reading is not a requirement for the family visa why do they not have a test for listening and speaking? Or is it an opportunity to collect an extra 3,200 pesos? I'm confused can someone enlighten me please. Perhaps Hopkins would like to make a comment too?

Yep, Listening and Speaking only. Thing is, with Hopkins, it is still pretty good value in comparison to the other more expensive tests on offer in the Philippines. And in fairness to them, TOEIC isn't just designed for people applying for settlement to the UK. Although, yes, I would guess they've designed it in a way to maximise profits from those sort of applicants!
