The Philippine Overseas Labor Office said yesterday that it has accredited 44 Saudi recruitment agencies in the Western province to hire Filipino household service workers (HSW) to work in Saudi Arabia.

Yes, I quite agree.

The majority of household service workers are female and tend to be quite young.
They also work under some vulnerability since the work takes place within the private homes of their employers.

The need for a special form of protection has long been recognised and has just this year been signed into Philippines law as the “Kasambahay” bill
However this only applies within the Philippines.

The abuses of household service workers are well known and well documented.

The objective of the government was to have the same protections guaranteed by overseas recruitment agencies, but this has not been pushed through at all.
The Philippine Overseas Employment Administration Memorandum Circular No.8 (http://www.poea.gov.ph/MCs/mc%202012/MC-08-2012.pdf) makes no mention at all about protection of HSW, it's solely a paperchase on how to become an accredited recruiter.
Bah!!!

Shame on the Philippine government who continue to put Peso's above all else.
