Theresa May has sparked a row with the Treasury and Foreign Office by attempting to impose tougher visa rules on Brazilian migrants.

A Home Office spokesman said the department never commented on matters emerging from the National Security Council. However a Whitehall source said Mrs May, the Home Secretary, has identified Brazil as a source of significant illegal immigration. Currently, an agreement allows Brazilians to visit the UK for up to six months without a visa.
