Yes that correct.
Evidence of two years (minimum) living together, in a genuine relationship that is 'akin to marriage'.
If you've no bills etc you'll need to come up something that will satisfy the ECO. Letters of support from people of good standing within the community, neighbours Barangay Officials etc.

The other important thing to note is that the other application requirements are just the same as for spouse visa application in that you'll need to meet all other requirements too, including English Language Test, that Financial Requirement and TB certificate.

Here's the UKBA webpage for Unmarried or same-sex partner of a British citizen or settled person (http://filipinaroses.com/showthread.php/47223-Unmarried-partner-visa)

Here's the specific webpage on the Documents required (http://www.ukba.homeoffice.gov.uk/visas-immigration/partners-families/citizens-settled/unmarried-same-sex/unmarried-docs/)

Hope that helps
