This is the info for the PAL offices in the UK:

I know this is available online, but it will not be long before they use a premium rate number, so i thought it would be wise to note this down...
The lounge for business class passengers contract has not yet been signed, so they cannot confirm which lounge they use, Terminal 4 has no paid lounge (invite only) and as such you will not be able to gain access unless you are a business class customer...
One bit if good news... upgrade from Manila to London from Economy to Business is $500 and they have not confirmed what the cost would be from London, but it will most likely be a similar amount. If this is the case, you could upgrade one way for £310 so return £620 + cost of your flight so that's £1,400 ish or around £700 saving on buying the business class ticket upfront.
