Do you really need to be living over there to apply for a fiance visa ? I know you will need to be convincing about having a relationship together but never heard of actually having to be in the country for a set time. I visited only 3 times for 14 days each time when I applied for mine.
Suppose on hind-sight my fiancee would have been more than happy too if I had went to live there and look after her for 6 months while I was waiting to apply for a visa !

appoligies,...just re-read your post and got a differant angle on what you were saying,... thought you meant you were moving 'out' as in moving 'out' to Philippines !!
Sorry,...

No....doesn't make any difference at all
In terms of accommodation the key is to be sure you have proper permissions from the landlord/agent/owner to have your fiancee living there with you. Also that the accommodation is adequate and not overcrowded.
Have a read of this and follow the links - All New Guide - How to apply for a Fiance Visa (http://filipinaroses.com/showthread.php/39869-All-New-Guide-How-to-apply-for-a-Fiance-Visa)

A lodgers agreement applies when the landlord is also living in the same house.
Provided there is a written agreement/contract between you and the landlord then this will be acceptable for UKBA. So yes it's enough
