China will launch its first ever moon rover mission on Monday, state media said, as Beijing embarks on the latest stage in its ambitious space program.

They've already declared their intention to do that.
They have a current strategy in place and a timeline to a manned Moon Station.
Most likely with a large protection zone over land and air :doh
