Yes...I too agree it's a disgrace.
The bigger disgrace was UKBA scrapping the basic Certificate of Approval scheme in 2011
before being able to marry.
The cost of improving that scheme to allow the issue of the CoA within 2 weeks was far lower than the costs today of 'trapping' sham marriages.

The Register Offices should at least have been equipped and trained in spotting fake documents.
There's often a lot more involved now too.....such as EU freedom of movement (without questions).
It's often the case that organised criminal gangs also involve themselves in threats.

It's not a complicated issue....but no-one wants to take responsibility.
