A Filipino applying for a US tourist visa

Hi all

Its been many years since I've posted here.

Can anyone advise me as to whether its possible for a Filipino living in the UK on a spouse visa to apply for a US tourist visa?

My wife has been living here in the UK for 18 months now and hope to attend a wedding next May in New York?

Is it possible on a spouse visa?
