African-American actress Daniele Watts has spoken about being handcuffed and held in the back of a police car after officers thought she was a prostitute.

It's normal policy in the US. If you do not have ID, then the authorities do not know who you are. In most cases, they take the person to the police station until they prove who they are. I honestly wish they would do that here, so many people are just given a slap on the wrist.
You will find that this also happens in most other countries around the world as it is usually law to carry ID. For instance, you will be arrested in Spain if the police find that you have no ID.

If you read the comments from other LA residents, it appears that carrying ID is not required, and that she was indeed treated badly.
This is a situation that one day may affect any of us. IMO it has nothing to do with the carrying of ID, but everything to do with ignorance and prejudice.

It is a legal requirement to produce ID when asked by a police officer in every State in the USA. If you can't do that then you are handcuffed, and placed in a police car until your identity is confirmed.

You'd think they'd do a better job at tracing illegals then.
Anyway, law or not, the attitude of their police force stinks, from what I've seen. Glad I don't live there.

According to some news, the police got a complaint from a member of the public about the couple having sex in public. I think this lady just overreacted and played the race card. All she had to do was show them her ID coz the police want to identify her. She was handcuffed because she walked away from the scene while they were questioning her. Her boyfriend showed his ID without any fuss at all and she refused. Apparently, California law allows officers to detain someone until they can identify him/her. I've watched too many episodes of COPS on TV and all the police officers ask for their ID right away. She's also not a very well known actress that's probably why the police officers don't know her.
