Just about to apply for our spouse visa. Just want to check if we're eligible to apply using the priority service as stated here. My wife has been in the UK for the past 4 years so do we qualify under the "family visitor" condition in bold below? Or is a family visitor something else?

Priority visa service

UK Visas and Immigration will expedite the processing of your visa application and return of your documents.

Eligibility - Customers may request this service if they are
A Business Visitor, your spouse and children accompanying you
A General Visitor or a Family Visitor who has travelled in the previous 5 years to the UK, USA, Australia, New Zealand, Canada or a country in the Schengen area.
a Seafarer applying to join ship
Tier2 Migrants and their dependents who are applying at the same time

Just to clarify, she is no longer in UK. Went back to Philippines this year.

I stand to be corrected but that UKVI priority service in Philippines does not apply to Visa applications leading to settlement (ie VAF4's)
It's only for those folks applying for visit visa.
A Family Visit Visa is for a max 6 month stay in UK to visit Family.
