Should travel history matter if you want to come on a tourist visa and you never been abroad out of the Phils before?

Depends on the Embassy where she's applying for a visa. Having travel history is one proof of showing this person applying for a tourist visa has or hasn't broken any travel conditions in the past.
Sometimes these things matter, sometimes they don't.

If they've travel history and not overstayed it can improve their chances of getting a tourist visa, because one of the main reasons for refusing one is that the Embassy don't believe the person will return before their visa expires and a good travel history helps prove that they have in the past, thou you would need more evidence than just that :wink:
