Hi.

I understand each category of the test is scored out of 9 point's

The way I understand it is that you need a minimum of 4 in each category for the spouse visa.

So does Sheina need to score a minimum of 4 points in each required category to pass Equivalent of about 44%

The UKVI is only concerned with the Speaking and Listening categories. Those are the only ones which need to have at least 4.0.

It means Band 4 or Level 4, not points. Whatever the test scores of the exams, they would need to compare it to the band scores available.

For speaking, it's the interviewer who would determine which band the applicant falls into. For listening, there are a number of items in the test that the applicant needs to answer based on some article/story she needs to listen to in the exam proper. For example, there will be 40 questions for listening. If she has 20 correct answers, it will be calculated which band it will fall into. Same with reading and writing.
