A total of 313 private higher education institutions (HEIs) are now allowed to raise both tuition and other school fees by an average 6.48% for the school year 2015-2016.

I studied in a free university in the Philippines (Pamantasan ng Lungsod ng Maynila or PLM) and the only thing I paid was for miscellaneous, less than 2000 pesos at most and that was during my last year. Didn't do me anything harm! :xxgrinning--00xx3:
