CFO sticker

I'm not getting any replied for this posting in my other section?

Can my wife apply for the C.F.O.sticker on her passport before she has the visa? Because when she was at the TB clinic my wife was talking some of the other women at the clinic and a couple did mention to her that they have already got their CFO stickers on their passports.
I'm a bit unsure about this and I am wondering if you could put me right on this if it possible or not?

No she can't. To get the sticker, she must have a valid visa already. She can have a counseling/seminar and get the certificate for it though, but not the sticker. You can read more about it here:
