Graham, Manila ATC has only 40% of staff that's required for the number of aircraft that enters and leaves on a daily basis compared to other international airports in the western world, that's why we mostly use Cebu the ATC staff figures are better! :xxgrinning--00xx3:

In fact Marlene Singson ATC worker at Manila deals with up to 54 aircraft an hour for 16 hours every day, if that's not breaking any rules I don't know what is! :NoNo:
