my husband is a Dutchman, i am a Filipina, we live here germany and i have a 5 years residence permit, we are planning to travel to the UK..do I need a tourist visa? any advice? thanks.

Yes of course (UK is not inside Schengen aarea and you will need it to travel there unless you're holding a German Citizenship and passport), you need to check with the British Embassy to get an EEA Family Permit (EEA: European Economic Area).
