Give more infos for us to answer you...
If's you're a Filipino citizen living in the Philippines, here are the infos for going to Thailand:

1. If travelling for touristic purposes:
Visa not required for a max. stay of 30 days. Extension possible. Fee THB 1,900.- (1 photo required).
Note: there is a max. limit of a total of 90 days stay within any 6 month period.
Return/onward ticket is required.

2. In all other cases:
Visa required (to be requested at Thai Embassy before travel).
Travel on one-way ticket is permitted.

I would think if you were phill applying in Thailand the embassy might think it strange unless you had a good reason to be there ie work or residence.

true andy, also some types of visa you can only apply for, from the country where you are a legal resident.

Yes, it's usually not allowed to request a visa (outside from tourist one) if you're not resident (meaning for someone holding a tourist visa). They will surely ask to apply from the usual residency country.
