If you are referring to the Phil MRP, it costs £36, same as the old passport. Plus you need a prescribed photo (royal blue background) and travel expenses to Phil embassy in London as you need to apply in person for fingerprinting.
Mine took 15 days to process. You either collect from the embassy or have it sent by post if you provide a self-addressed stamped envelope.
Apply as early as you can.
