The underground tunnel (under the commuter runway to connect to terminal 2 and 1) was already planned in the terminal 3 project (as well as the access roads). But Fraport and Piatco never finished their contract and so never did it.
They must have a direct link between the 3 terminals, like in other airports. Without, it's too long and complicated with the traffic.
