how do i refund the fee?
because i havent submitted anyting yet (not even online)
and i want to refund the fee

What mode of payment did you make? If it's manager's checque then it's valid for 4 months i think while cash over the counter is valid for 45 days upon payment. As far I know you can no longer refund the visa fee once you made the payment.
