Thats why a highly qualified workforce with a huge amount of English and spanish speakers in a highly convenient spot in Asia is basically still way behind many other countries.

For example I work for a large Japanese corpration. I once learned a lot about Phill international Business from Japanese Factory manager (A highly regarded post to a japanese one of the highest honours apart from being on the main board) who I was asked to look after for a day when he visited the UK.

I mentioned Countries I had recently been to at the time, one was Phill where he had also been (he had also been to Boroacay with his family). So I said lovely country he said yes lovely countryside polite people and really liked the fish dishes. In fact we must have sounded like a advert for the phill tourism board.

I said "so would you like to run a factory there"? He said "no way".

He said lovely place for a Holiday, no place to work or do business.

Our company has recently opened factories in China and thailand both thought easier to run Businesses than Phill. For other bussiness reasons due to recent buy outs its thought they may need to open and expand further Factories. None I am assured would ever be in the phillipines.

Please remeber the Japanese have a dislike of the Chinese which far exceeds anything we might recongise with the French and Germans.
