Difficult to phone Philippines

I kind of expected it to be hard to get through tonight - but I started trying at 22:00 UK time. Cannot get through on Teletop or direct from my home or mobile phones.

Is anyone else having the same problem?

When will the Philippines get a decent phone service? (I can call Thailand for 1p a minute and never have problems geting through).
