I think that comment is unwarranted
What if the filipino party to the marriage does not possess a passport? Are the British authorities imposing a requirement that is not demanded by the Philippine authorities? It is now obligatory for a filipina to obtain a passport before she can marry a Brit?As far as I am aware, a CENOMAR is required by the local registry office where the marriage is taking place, as well as the British CNI, therefore as you have it already, what is the problem with showing it to the British embassy?

Oh, and the problem is that many Brits travel from the UK to the provinces via Manila so that they can visit the Embassy in order to convert their CNI. This will no longer be possible if the filipinas Cenomar and passport are required.
