Possibly out in the sticks but in London we normally measure the snow in mm's possibly nano metres so the salt on the roads keeps them clear

Not quite....snow is extremely low density, and so when it lands very little is in contact with the ground.....therefore also not the salt. Only when it is churned up by traffic and mixed in will it work.
