I've found a similar thing with western guys in phil, I always smile (at everyone lol) and try to say hello but have yet to get a frendly response. The only time I did get to speak to a western guy in phil was while waiting for mrsjarv at the CFO session, he was German and did nothing but complain about heat, traffic and food
