I just want to ask if i am allowed to apply for a National Insurance number now although I am not working.Thanks

Yes, you can apply for a National Insurance Number by calling: 0845 600 0643
Calls are charged at 'local rates' from wherever you are in the UK - which includes England, Scotland, Wales and Northern Ireland - and within a couple of days, you will be sent appropriate Application Forms for completion and *return in an *addressed prepaid envelope. As a matter of fact, my wife Myrna received her forms this very morning!
