I remember when i was still studying and students are scolded by their teachers for what they have done which is not acceptable or they have broken some rules in school/classroom they are scolded by the teachers. And when one is being scolded it should be done privately so no one will hear it.
If they are being praised or commended of what they have done right and worthy then they should be commended. And when one is commended it should be done publicly.
My opinion is if we are to praise or commend someone we think she/he is worth it then tell it publicly if she deserves it....
