Yes,anna he can,just dont use the SLEX and NLEX,(South Luzon and North Luzon expressway)
the bigger problem is importing one if it is not already there like an ex US forces personnel one. The import tax is huge and the process is time consuming and open to paying bribes for various express services
There is a local filipino copy but with a puny 250cc engine, s dutch mate of mine rides one around PPC in Palawan.
