Hello Gracie, you can visit the nearest Philippine consulate office (embassy) and ask for fingerprint card, but I just dont know the procedure to your hubby as he isnt filipino, you can enquire to this link or contact them thru this link, hope it helps

and I guess your father can ask your municipal as he is one of the Govt official before

my dad pass away 5yrs ago sis..if only my dad still alive,surely I'm not here in UK coz he wont allow his kids to stay abroad.
We might go to London tommorow coz Steve call the Philippine Embassy at it needs to apply it in person.
