I have an enquiry about stopping in Singapore? Does my wife need a visa?

We have a full economy tickets from Davao to london. I have booked 2 one way business class tickets from Davao to London. If I use them we will need to stop in Singapore to book in on the London flights. Last time it was easy for me but will my wife need any visa if we take this option?
