newbie: confuse about the entry and the residence permit

hello everyone! its my first time to post in here..
i am really a newbie in this site, i just got married to a wonderful man from norway last june 20,2009 and now we are currently processing the papers for me to reunite with him! we are just confuse about the manager'S check because it specifically stated in the site that entry visa is for free of charge and now they are asking us to show them the 22,200 pesos or i think 3,250 kroner for t he residence permit! pls help me out with this because my hubby also do not understand the whole process.. thank u!

I'm not sure about the free entry visa as i think you have to pay for visa fees when you apply for settlement or residence permit to other countries,
but i'm not really certain about that, i'm sure many members here who have more knowledge about this matter
will be able to help you and answer your queries more accurately...
